Installing the Recovery Console to CD or Selected Drive

I have recently come across several references to the Windows 2000/XP/.NET recovery console.  I am familiar with the console and have even used it on a number of occasions.  One thing I have always wondered about it, however, is whether one can install it to CD or to a selected drive, specifically a drive other than the drive the OS is installed too.  Given that to install the recover console simply involves running the windows setup, winnt32.exe, with a /cmdcons parameter I am guessing that it would be not problem to install the console to any disk you like.  Installing to a CD would be an entirely different matter, however, and I suspect this isn't supported but I don't know for sure.
